Dress patterns as we know them now were first introduced in the 1920's. Prior to that most girls were introduced to dressmaking at a young age and part of their education was on how to draft a dress pattern, then cut and sew it.
In the 1920's paper-based dressmaking patterns created a boom in home-made dresses due to the simplicity of the process. Companies from the twenties era like McCalls and Butterick are still producing patterns for clothes today.
Today clothing is so cheap to purchase ready made that not many woman make their own so it is a dying art. However, if you need to create a unique dress for a special event a pattern is still essential unless you know how to draft your own.
If you are looking to make a genuine 1920's dress then you can purchase 1920's dress patterns on eBay but it may be hard to find something you like.
